Parliamentary Procedure

Parliamentary Procedure, or parli-pro, is the set of rules and processes that govern a Model UN committee. Parli-pro helps ensure that discussions are fair, organized, and efficient.  Many conferences have their own versions of parli-pro, making it challenging for delegates to shift between conferences.

To help delegates and advisers navigate differences in parliamentary procedure across conferences, COMMUN created the Rules of Procedure Walk Across. This tool compares conference procedures, highlighting both similarities and key differences to make participation across conferences easier.

COMMUN Parliamentary Procedure FAQ

Learn about the most frequently asked questions regarding the COMMUN parli-pro.

Why is Parli-Pro different at each conference?

MUN Conferences are run independently of one another, often by university-affiliated student groups and independent 501(c)3 non-profits. Because of this, MUN Conferences arose as separate entities with distinct identities, and often unique policies, procedures, and processes for MUN.

Is COMMUN seeking to establish one Parli-Pro for all conferences?

No. COMMUN is not seeking to remove the differences between each conference, but strives to help the Michigan and Northern Ohio Model UN communities engage in Model UN more effectively by reducing confusion and barriers to participate.
